2025年中央一号文件2月23日发布，《中共中央国务院关于进一步深化农村改革 扎实推进乡村全面振兴的意见》是党的十八大以来，第13个指导“三农”工作的中央一号文件。
其中提及推动农机装备高质量发展，加快国产先进适用农机装备等研发应用，推进老旧农机报废更新。支持发展智慧农业，拓展人工智能、数据、低空等技术应用场景。
国家发展改革委、财政部发布通知称，扩围支持老旧营运货车和农业机械报废更新。各地区可自行确定的报废更新补贴农机种类范围上限由6个提高至12个。
国金证券指出，2024年9月以来，受粮食价格下跌与行业库存积压影响，农机行业产销下滑，目前渠道仍处于去库过程中，整体24Q4 表现相对平稳，我们认为农机行业库存去化继续推进，有望为25Q1旺季开门红做好铺垫。

第一拖拉机股份(00038)：第一拖拉机股份公布，2024年度拖拉机产品销量约7.43万台，同比增2.71%，其中大马力拖拉机销量升12.49%，而中马力拖拉机及小马力拖拉机销量分别跌4.57%及52%。至于柴油机产品销量约14.6万台，同比跌3.32%。公司结合不同区域的农艺特点和用户使用需求，不断丰富出口产品配置，为建立全球市场架构奠定坚实的产品基础。海外市场有望成为公司持续发展的新动能。东吴证券指出，公司系国内高端大马力拖拉机头部企业，受益国内拖拉机竞争格局大型化+高端化以及海外市场顺利拓展双重利好。
