财政司司长陈茂波发表2025至26年度《财政预算案》指，会继续改革交易机制。港交所(00388.HK) 会在年中起为其交易后系统逐步引入新功能，并进行系统升级，以确保于年底前在技术上兼容T+1结算周期，为缩短结算周期作好准备。
在今年中实施下调最低上落价位的基础上，港交所与证监会将在年内就改善交易单位制度提出建议，让交易安排可更符合不同大小股份的流动性特质和投资需求，便利交易及提升效率。
他指，已向立法会提交落实无纸证券市场制度的附属法例。证监会和港交所正与业界密切协作，进行系统升级和技术准备，期望在明年初实施。
为满足投资者风险管理的需要，证监会将就增加主要指数衍生工具持仓限额的建议咨询市场，在维护金融安全的前提下增加投资者使用工具的弹性。
