新浪科技讯 2月28日下午消息，近日，中国人民大学劳动人事学院新就业研究课题组发布《以骑手为代表的新就业群体研究报告》，建议京东尽快对外公布为“全职骑手缴纳‘五险一金’且个人缴纳部分由京东承担”的详细方案，明确披露拟招聘“外卖全职骑手的总数量及构成”，认为这有助于具体评估该方案对数字经济中灵活就业群体和劳动用工行业的真实影响。

　　“（京东）方案并不是现行的政策方向，行业内也并未有过大规模实践，我们也期待京东明确披露外卖全职骑手的总量及构成，包括计划招募全职骑手数量、达达外包骑手转化全职骑手数量、快递员转化骑手数量等。”中国人民大学劳动人事学院新就业研究课题组建议，京东尽快对外公布详细方案，也有助于具体评估对行业的真实影响。”

　　针对京东宣布的为外卖骑手承担个人部分“五险一金”成本，课题组认为，按照现行《社会保险法》《住房公积金管理条例》等规定，员工社保由企业代扣而非代缴，京东这一方案并非现行政策方向，行业内也未有过大规模实践，具体的执行细节尚需京东与人社部门共同商议解决。
