【全国人大代表艾玎：建议增设“电信网络诈骗罪”独立罪名】金十数据2月26日讯，近日，全国人大代表、天津医科大学基础医学院生理学与病理生理学系教授艾玎表示，建议在《中华人民共和国刑法》中增设“电信网络诈骗罪”，明确其构成要件，突出其利用信息技术实施犯罪的特征，以区别于传统诈骗罪。艾玎介绍，现行《中华人民共和国刑法》将电信网络诈骗归类为普通诈骗罪，未将其作为独立罪名，难以准确反映其社会危害性和技术特征。“建议细化量刑标准，提高处罚力度。”艾玎表示，要加大对电信网络诈骗的组织者、技术提供者、资金转移者等参与者的打击力度。对提供技术支持、资金转移等关键环节的参与者，也要设置与主犯相当的处罚标准，切断犯罪链条。
