BlockBeats 消息，3 月 7 日，UTXO Management 合伙人 Molly 表示，美国的比特币战略储备是分两步的，许多投资者目前把两步的预期混淆在一起了。
其中的第一步是今早签署的行政令。白宫发布的行政令中明确说明了不会用纳税人的钱去增持比特币，而财政部长和商务部长被授权制定预算中性的策略来获取更多的比特币。强调不会用税收的钱去买比特币是非常必要的，不然就会有很多阻力和反对。并非是市场理解的“确认不再主动增持比特币”。
其中的第二步是比特币法案，这是参议员 Cynthia Lummis 以及其领导的参议院银行数字资产小组委员会的工作。此前 Lummis 提议的“用比特币总量的 5%（约 100 万枚比特币）来建立储备”的可能性就包含在该法案中，其他内容还有通过哪些资金去购买，以及针对比特币的一些优惠税收政策等。该法案正处于最终拟定阶段。3 月 11 号，Lummis 议员和 Bitcoin Policy Institute (Bitcoin magazine 母公司 BTC Inc 旗下创立的非盈利的组织，主要推动关于国会和美国对比特币相关的政策制定) 也会在华盛顿举办闭门会议去讨论更多的细节。
