【海通证券荀玉根：2025年财政政策聚焦三条主线】金十数据3月5日讯，国务院总理李强代表国务院，向十四届全国人大三次会议作政府工作报告，其中提及，实施更加积极的财政政策。海通证券首席经济学家荀玉根解读称，财政方向聚焦三条主线。一是，超长期特别国债加码“两新”“两重”领域，同时补充银行资本金。二是，部分专项债的使用重回土地储备和房地产相关领域。三是，专项债券投向或向新兴产业基建边际倾斜。此外，财政留足政策空间，如果下半年稳增长仍有压力，不排除进一步提升财政力度的可能。
