智通财经APP获悉，美联储理事鲍曼表示，自新冠疫情以来，美联储的政策利率中性水平可能已经上升。鲍曼指出，在疫情爆发后的一段时间内，低借贷成本和积极的财政政策帮助美国经济保持稳定，即便美联储在2022年和2023年大幅加息，经济仍然展现出较强的韧性。她认为，这些因素可能导致了所谓的中性利率(R-star)上升。中性利率是指既不促进也不抑制经济活动的美联储政策利率水平。
在周五于纽约芝加哥大学布斯商学院主办的一场活动上，鲍曼表示：“最近一轮货币紧缩周期中，经济活动对高利率的韧性，可以用R-star的上升来解释。”此外，她还提到，人口增长、新技术和新企业的兴起带来的生产力提升，都可能促进了投资需求的增加。她补充道：“此外，财政政策缺乏大幅紧缩，也提高了对储蓄的需求。一个投资需求较强、家庭储蓄较低的经济体，相较于疫情前，需要更高的均衡利率。”
美联储官员在2022年和2023年大幅加息，并在近期表态称，在2024年底前可能不会大幅降息，这表明美联储仍专注于将通胀率降至2%的目标水平。鲍曼表示：“随着我们继续朝着2%的目标迈进，我预计劳动力市场和经济活动将在联邦公开市场委员会(FOMC)的政策讨论中占据更重要的位置。”
