消息面上，政府工作报告中首次纳入了6G等新兴词汇，并明确提出要建立未来产业投入增长机制，积极培育生物制造、量子科技、具身智能、6G等未来产业。与此同时，还要扩大5G规模化应用，加快工业互联网创新发展的步伐，优化全国算力资源布局，致力于打造具备国际竞争力的数字产业集群。银河证券在此前的研究报告中指出，6G最显著的特点体现在天地一体化以及与人工智能的融合；随着6G前沿技术逐步取得突破，以三大运营商为引领的6G硬件产业链发展前景值得看好。高盛在其研报中表明，三大电信运营商正逐渐成为中国AI发展浪潮中的核心受益方。
华泰证券也指出，电信运营商持续深化“AI+”行动，有望加快实现多场景商业闭环。凭借高质量的智算中心及来自运营商云的算力网络资源，电信运营商能够为央企的AI部署、模型优化等工作提供有力支持。未来，随着运营商云计算和AI业务收入的提升，其云业务有望迎来价值重估。
