港股内银股普遍上涨，其中，农行、建行、中行、中信银行皆涨超2%，且刷新历史新高价；交通银行、招商银行涨3%。消息上，国务院总理李强今日在政府工作报告中提出，拟发行特别国债5000亿元,支持国有大型商业银行补充资本。招联首席研究员董希淼表示，通过发行特别国债等方式增加六家大型商业银行核心一级资本，将增强大型商业银行发展稳健性和服务实体经济能力，更好地发挥其在金融体系中的“压舱石”作用，促进金融安全稳定和经济高质量发展。六家大型商业银行均为全国系统性重要银行，其中工、农、中、建四大行还是全球系统重要性银行，因为还有附加资本要求，对资本充足率的要求更高。资本补充是增强风险抵御能力的重要手段，服务实体经济不但需要资金，更需要资本。
