【高盛：中国拟发5000亿人币特别国债 内银首选中国银行】金十数据3月6日讯，中国政府工作报告提出，拟发行5000亿元人民币(下同)特别国债，支持国有大型商业银行补充资本。高盛发表研报指，上述特别国债金额高于先前估计的2400亿元资本缺口，但低于市场预期的1万亿元。该行认为，现时不能排除中央为大型国有银行资本重组而额外发行特别国债的可能性，因为内银可能仍面临资本不足的情况，特别是如果信贷增长过快。高盛预期，内银资本重组将分阶段进行，资本需求较大的银行，如邮储银行、交行、中行及农行，可能会被纳入5000亿元的资本重组安排，料对每股盈利及股息收益率的影响有限。高盛亦指，若大型国有银行的资本重组以低于1倍市净值的价格进行，将为中小型银行筹资创造空间，因而预计更多中小型内银将在今年下半年进行再融资。作为资本注入的受惠者，中国银行(03988.HK)是该行在内银板块中的首选。
