BlockBeats 消息，3 月 5 日，据塔斯社报道，俄罗斯财政部金融政策部主任阿列克谢·雅科夫列夫向记者表示，财政部与俄罗斯中央银行正在讨论在实验性法律制度（EPR）框架内，启动国内数字货币组织化交易。
雅科夫列夫在资产管理市场领导者论坛期间透露，只有被归类为“超高资格投资者”的参与者才能参与这些交易，目前相关分类标准仍在制定中。他表示：“我们正在研究在俄罗斯境内启动数字货币组织化交易的实验性法律制度。这将面向超级合格投资者，这是一个尚未确定的新类别，我们正在定义中。”
雅科夫列夫希望这一构想“在不久的将来能够实现”，并指出需要满足三个条件：实验性制度、超级合格投资者以及全面风险控制。一旦这三个条件具备，财政部将向政府提交具体方案。
