【花旗：中国拟发行5000亿人币CGSB 料将透过财政部增发A股执行】金十数据3月6日讯，花旗发表研究报告指，在中国全国人大会议进行期间，当局计划今年发行5000亿元人民币中央政府专项债券，支持大型银行资本重组。该行预料，上述款项将用于重组首批资本相对不足的银行，包括交行、邮储银行及中行，同时明年将再筹集5000亿元人民币用于重组农行、工行及建行。该行认为，此次资本重组将透过财政部增发A股来执行。该行指，虽然最初预计将根据六大银行的资产规模来分配1万亿元人民币资本，但现在第一批银行似乎只获得一半金额，意味当局正考虑其相对较弱的资本状况。故此，首批入围银行的CET1比率提升幅度将高于预期，但其稀释效应也将较预期强劲，获得剩余5000亿元人民币的第二批银行，其股权稀释程度将低于预期，对他们有利。
