依据《数字市场法》，谷歌有义务向竞争对手的搜索引擎开放其搜索排名、查询记录、点击数据以及浏览数据，并且在 Android 手机用户进行设备升级或购置新设备时，为用户提供选择，允许他们自主挑选默认浏览器或者搜索引擎。这封信由来自宾夕法尼亚州的 DuckDuckGo、捷克门户网站 Seznam，以及 Article19、开放市场研究所（Open Markets Institute）等活动团体共同签署。信中提及：“谷歌不仅逃避切实合规，还规避自身应尽义务，持续削弱竞争对手的竞争能力。”
