Prabowo: 9.4mn Civil Servants to Receive THR by March 17, 13th-Month Salary in June

TEMPO.COJakarta - President Prabowo Subianto has signed Government Regulation (PP) Number 11 of 2025 which regulates the policy of providing Eid al-Fitr allowance (THR) and 13th-month salary for state apparatus.

Prabowo mentioned that the total number of THR and 13th-month salary recipients this year reached 9.4 million state apparatus.

"THR and the 13th-month salary in 2025 will be given to all state apparatus both in the center and in the regions, including civil servants, government employees with work agreements (PPPK), Indonesian National Armed Forces (TNI) and Indonesian National Police (Polri) personnel, judges, and retirees," said Prabowo at the Merdeka Palace on Tuesday, March 11, 2025, as monitored on the Presidential Secretariat's YouTube.

He detailed that the amount of THR and 13th-month salary for central civil servants (ASN), TNI-Polri personnel, and judges includes basic salary, fixed allowances, and performance allowances. The Head of State also added that the performance allowances will be paid in full.

Meanwhile, for regional civil servants, THR and the 13th-month salary will be given similar to central civil servants.

However, he said, the disbursement will be adjusted according to the fiscal capacity of each region. Then for retirees, the government has set the disbursement at the amount of monthly pension money.

"THR will be paid two weeks before Eid al-Fitr, starting to be disbursed on Monday, March 17, 2025," said Prabowo.

Meanwhile, the 13th-month salary will be paid at the beginning of the new school year, namely June 2025.

As for the Ministry of Finance, in an official statement, detailed that the 2025 THR is provided to all state apparatus and retirees, consisting of around 2 million central civil servants, state officials, TNI personnel, and Polri members; around 3.7 million regional civil servants; and around 3.6 million retirees and pension recipients.

The general THR budget has been allocated in the State Budget (APBN) and Regional Budget (APBD) 2025. Collected through budgeting at ministries or institutions, the State Treasury Budget Division (BA BUN), and transfers to regions.

The Ministry of Finance noted that the estimated THR budget needed for central civil servants, state officials, TNI personnel, and Polri members is around Rp17.7 trillion. Meanwhile, for retirees and pension recipients, around Rp12.4 trillion has been allocated from BA BUN.

Furthermore, the needs for Regional Civil Servants is around Rp19.3 trillion. For Regional Civil Servants, Additional Employee Income (TPP) from the 2025 APBD can also be given. Allocated around Rp16.5 trillion, by adjusting the fiscal capacity of each regional government and in accordance with applicable regulations.

The technical implementation of THR will be regulated through the Minister of Finance Regulation for those sourced from the APBN, and through Regional Head Regulation for those sourced from the APBD.

Previously, the Prabowo administration ensured that the THR for civil servants would be disbursed on time. The government has prepared a budget of Rp50 trillion for the disbursement of THR for civil servants in the 2025 Eid period.

Spokesperson for the Coordinating Ministry for Economic Affairs, Haryo Limanseto, said that this decision is to follow up and ensure the implementation of directives from the Head of State to maintain the momentum of economic growth.

"The acceleration of THR disbursement for civil servants with an allocation of around Rp50 trillion aims to significantly increase people's purchasing power, strengthen domestic consumption, and drive economic activity in various sectors, especially trade and services," said Haryo in an official statement on March 2, 2025.
