荷兰国际集团（ING）分析师Francesco Pesole在一份报告中表示，即使俄罗斯同意与乌克兰停火30天，或者如果德国的候任总理弗里德里希·默茨（Friedrich Merz）的支出计划获得批准，欧元也不太可能大幅升值。他称，乌克兰和平协议在很大程度上已被市场消化。

　　他表示，此外，还需要权衡停火条款对乌克兰和欧盟的长期影响。他还表示，市场几乎已完全消化德国就增加防务和基础设施支出达成正式多方协议的预期。“我们对3月剩余时间的看法仍然是，欧元兑美元汇率跌至1.080美元的可能性大于再次反弹至1.10美元。”
