　　中国环境与发展国际合作委员会中方首席顾问、国务院发展研究中心原副主任刘世锦在CMF宏观经济热点问题研讨会（第100期）表示，应提高城市化率，促进提升服务性消费。

　　刘世锦分析称，我国目前的消费不足问题，主要是服务消费不足。“商品消费（水平）我们基本上差不多”。

　　他说，服务消费和城市化水平直接相关，“比如医疗、教育、社保，包括文化娱乐等等（的服务性消费），如果你待在县城、农村里边，你有钱都花不出去”。

　　他强调，城市化水平不达到一定的高度，就无法提升服务性消费水平。“为什么都要到城市？而且这两年的大的趋势是什么呢？（人们）是到大城市。一线城市，服务性消费才能够展得开，才有可能达到比较高的水平”，他说。
