路透莫斯科3月13日 - 两位俄罗斯商界人士告诉路透，俄罗斯正要求企业提供建议，在与华盛顿会谈前莫斯科应寻求取消哪些制裁，他们并补充说，目前最令人痛苦的限制措施就是阻碍跨境支付流动。
这两名俄罗斯工业界的消息人士称，俄罗斯工业与贸易部要求企业提出建议，列出最急需解除的制裁。
一位消息人士称，工贸部正在向企业分发一份表格，要求企业填写哪些制裁对其业务影响最大，找出最敏感的限制措施。路透未能获得该表格的副本。
工贸部没有回应置评请求。
路透总共采访了十几位人士，他们分别是大型出口企业员工、顾问、律师、经济学家和咨询师，为便于畅所欲言，多数人都要求不透露姓名。
路透询问的这些人士表示，支付问题最为棘手，不过其中三位也强调了能源制裁，特别是对俄罗斯油轮船队的限制。
"由于交易成本以及用第三国货币结算，一切都变得更加昂贵，"其中一人说。"因此，最重要、也是最危险、最痛苦的就是限制以美元结算。"
当被问及俄罗斯希望放松哪些制裁的细节时，克里姆林宫周四回答，其认为所有制裁都是非法的，应该取消。
"至于细节，这已经是谈判的题目，在此我想用我说过的话再提醒一遍："我们不可操之过急，"克里姆林宫发言人佩斯科夫对记者说。
"在谈判之前宣布任何具体细节都毫无意义。"(完)
