专题：美联储再次维持利率不变

　　美国联邦储备委员会主席杰罗姆・鲍威尔抵达位于华盛顿特区的美联储，在今天的联邦公开市场委员会（FOMC）会议结束后的新闻发布会上发表讲话。尽管全球市场存在不安情绪，鲍威尔仍宣布，央行的基准利率将维持在 4.25% 至 4.5% 的区间不变。

　　美国联邦储备委员会主席杰罗姆・鲍威尔承认，近几个月来经济衰退的风险可能有所增加，但他试图安抚人们的情绪，指出经济即将衰退的可能性仍然相当低。

　　鲍威尔表示：“经济衰退总是存在一种无条件的可能性。如果你回顾过去的这些年，在任何时候，这种可能性大致都在四分之一左右。问题在于，在当前的情况下，这些可能性是否有所上升。”

　　鲍威尔指出，美联储并不对经济衰退做出预测，尽管亚特兰大联邦储备银行有一个 “GDPNow” 工具，目前该工具预测本季度经济将出现轻微收缩。他还提到，外部预测机构在最近几周提高了经济衰退的可能性：摩根大通目前认为，美国今年陷入经济衰退的可能性为 40%，主要原因是唐纳德・特朗普总统的关税政策以及其他经济政策。

　　鲍威尔称：“一般来说，预测机构都提高了 —— 其中一些机构在一定程度上提高了经济衰退的可能性。但目前这一可能性仍处于相对适中的水平。如果你回顾两个月前，人们还在说经济衰退的可能性极低。所以情况确实有了变化，但这一可能性还不高。”
