路透3月17日 - 周一发布的总统令显示，俄罗斯总统普京已允许一家美国对冲基金从某些外国股东手中购买俄罗斯公司的证券，并授权未来将其出售给两只俄罗斯基金。
自乌克兰冲突爆发以来，莫斯科不断加强对外国资产出售的限制，任何涉及能源和金融领域的交易都需要普京的批准。
投资者正密切关注特朗普重返白宫后美俄关系缓和，可能为西方投资者打开交易俄罗斯资产渠道的蛛丝马迹。周一的法令缺乏细节，因此提供的这方面线索有限。
该法令授权美国对冲基金 683 Capital Partners, LP 收购十几家其他西方金融机构持有的俄罗斯公司证券，这些机构包括 Jane Street、Templeton Asset Management、Franklin Advisers 和 Carrhae Capital。
该法令随后允许两家俄罗斯公司 Cepheus-2 和 Modern Real Estate Funds 收购 683 Capital Partners 拥有的证券，无需获得普京的额外授权。
