国际评级机构标准普尔表示，房地产相关收入仍然是香港公共机构及政府相关机构的重要收入来源，由于香港房地产市场低迷，导致香港政府机构的房地产收入减少，但这些机构仍然要管理大量的资本开支及新投资，导致不少机构需要转向外部融资。

标普全球信贷评级分析师Ricky Tsang指，当政府相关机构面临财政压力时，香港政府会给予一定程度的支持，但各家机构的支持程度将存在差异，这将取决于机构对政府的重要性。

港铁公司(00066)行政总裁金泽培早前表示，港铁未来进入投资高峰期，包括要兴建新铁路及现有设备更新，基于现金流需求每年不同，会分阶段考虑不同方法融资。
