Odaily星球日报讯 特朗普政府正计划重组美国国际开发署（USAID），并在其采购系统中整合区块链技术。该提案建议将 USAID 更名为“美国国际人道援助署”，并直接纳入国务卿管辖。 根据一份在国务院内部流传的备忘录，所有援助分发将通过区块链进行安全追踪，以大幅提升安全性、透明度与可追溯性。同时，将建立基于“成果导向”的支付模式，而非传统的“投入导向”，以推动效率与创新。 目前尚不清楚该区块链系统是否会涉及加密货币或稳定币，或仅作为数字账本使用。（CoinDesk）
