【美SEC计划成立新的总统加密货币工作小组2.0，进一步推动数字资产监管】金色财经报道，据美国证券交易委员会（SEC）公告，支持推进“SEC Crypto 2.0”计划，成立新的总统加密货币工作小组。文件中表示，“SEC 应明确数字资产证券交易（包括链上与链下）需遵守与传统证券相同的交易报告要求。保护散户投资者，为金融交易提供法律确定性，在确保市场完整性的同时促进金融创新。” SEC 建议：强化链下交易监管，针对交易平台通过链下交易促成的数字资产证券活动，制定投资者保护与市场结构规范；完善交易报告机制，为履行市场监督职责，SEC 应修订《证券交易法》规则，要求及时报告所有被视为数字资产证券的交易；建立跨机构数字资产交易存储库（DART），SEC 应与商品期货交易委员会（CFTC）合作，共同授权并监管一个数字资产交易存储库（Digital Asset Repository of Transactions, DART）。
