　　3月28日消息，在2025年博鳌亚洲论坛年会上，博鳌亚洲论坛副理事长周小川从微观角度谈了转型金融。他表示，通向净零排放的道路并不是直线前进的，不是有排放的项目都不投，排放减少的项目也要去融资。

　　周小川举了煤电厂灵活性改造为例。他表示，过去的煤电机组是按照长时间连续运行设计的，过去5年来，国家发改委专门鼓励金融界给煤电灵活性改造继续投资，把传统煤电机组改成能灵活调峰的机组，技术指标上就两条，第一是煤电机组启停要快，第二是机组运行起来最低负荷能够降到30%甚至更低，这样就起到对电网灵活性调节的补充作用。

　　他认为，这是比较中国特色的转型金融项目，因为世界上其他很多国家是用天然气机组调峰，因为天然气机组启停快，但中国没有那么多天然气。

　　“容量电价事实上是一个计算的均衡价格，用这个均衡价格来支持转型金融。”周小川谈到，指导转型金融的最主要的杠杆，中国摸索了若干年后形成共识的就是容量电价，给具有灵活性调节的机组定价，投资就能得到回收。

　　他强调，不能说转型金融就是要求金融机构赔钱也做，实际上是不可持续的。（刘丽丽）
