PANews 3月29日消息，据 Cryptoslate 报道，巴拿马公布了一项全面的法案草案，旨在规范加密货币并促进区块链服务的发展。根据该法案，数字资产被认定为合法的支付手段，允许个人和企业在商业和民事合同中自由约定其使用。明确授权使用比特币（BTC）、以太坊（ETH）和稳定币等加密货币来购买商品、支付服务和清偿债务，前提是双方同意。
该草案还为虚拟资产服务提供商（VASP）创建了监管框架，包括钱包、交易所和托管平台。每家公司都必须在由金融分析部门（UAF）管理的国家数据库中注册，并在巴拿马提供服务之前获得适当的授权。该法案规定，必须根据金融行动特别工作组（FATF）的建议，强制遵守 KYC 和反洗钱（AML）准则。
此外，该法案还规定，任何未注册或不合规的实体可能面临行政制裁或刑事处罚。
