路透莫斯科4月1日 - 在哈萨克斯坦与OPEC+就产量过剩问题僵持不下之际，俄罗斯已下令处理哈萨克斯坦石油出口的黑海码头关闭其三个停泊点中的两个。
里海石油管线财团(Caspian Pipeline Consortium，CPC)通过俄罗斯码头出口的石油约占全球石油供应量的 1%，该财团的运营商周一晚些时候表示，在俄罗斯运输监督机构进行突击检查后，两个停泊点被关闭。
贸易消息人士告诉路透，如果关闭时间超过一周，CPC 的出口量将减少一半以上。
哈萨克斯坦的产量经常超过OPEC+产油国之间协议的配额。然而，哈萨克斯坦发现很难说服经营其最大油田的公司减少产量，因为这些公司已花费数百亿美元扩大产能。
据两位业内人士透露，随着巨大的 Tengiz 油田供应量的增加以及通过 CPC 的稳定出口，哈萨克斯坦的石油产量在3月创下历史新高，进一步超过了OPEC+的产量配额。
CPC表示，在俄罗斯运输监督机构进行检查后，该公司关闭了停泊点，以处理 "违规行为"。
CPC没有具体说明这些违规行为的确切性质，也没有说明预计关闭时间会持续多久。
该公司称，检查的起因是 12 月一艘俄罗斯油轮在克赤(Kerch)海峡沉没后发生的油品泄漏事件。(完)
