EU's Initial Retaliation Won't Match U.S. Metals Tariffs -- WSJ

The European Union's first round of retaliatory tariffs against the U.S. won't target the same value of goods as the U.S. steel and aluminum tariffs, a senior EU official said Monday.

The EU said last month that it was planning countermeasures that could hit up to 26 billion EUR worth of American products, an amount that would be roughly equivalent to the value of European metal imports targeted by the U.S. After consultations with member states, EU Trade Commissioner Maros Sefcovic said Monday that the bloc's tariffs won't reach that level but didn't specify the value of goods they will cover. "We are not in the business of tit for tat or penny for penny," he said.

EU member states are expected to vote this week on a final list of U.S. goods that will be subject to the bloc's retaliation for U.S. metals tariffs. If the list is approved, some of those tariffs will start to take effect April 15, Sefcovic said.

European officials are also weighing further measures to respond to President Trump's automotive tariffs and so-called reciprocal tariffs. Some EU member states have called for the bloc to consider targeting American services, possibly including big tech or financial services companies. Sefcovic said Monday that "all options are on the table" as the EU considers its next steps.
