智通财经APP获悉，在石油市场经历大幅下跌后，石油输出国组织(OPEC)第二大产油国伊拉克正计划在联邦预算中下调其对石油价格的预期。伊拉克总理财务顾问穆德赫尔·萨利赫(Mudher Saleh)周二在电话中透露，2025年的油价预期将低于去年的每桶80美元，但他并未透露更多具体细节。这一决定此前曾因与石油公司就付款问题展开的谈判而推迟。
今年油价暴跌，过去两周更是因美国总统唐纳德·特朗普的全面关税政策而大幅下滑。4月份，基准布伦特原油价格下跌了13%，贸易战引发了人们对经济衰退的担忧，这将对能源需求造成损害，尤其是在美国和中国这两个全球最大的原油消费国。
回顾2023年年中，伊拉克议会批准了截至2025年的支出计划。当时，2023年的预算假设原油价格为70美元，并计划在后续年度进行审查和调整。然而，目前伦敦布伦特原油价格已跌破每桶65美元。
油价下跌给依赖石油的中东经济体带来了巨大压力，尤其是伊拉克。由于多年战争的影响，伊拉克经济疲软，需要更高的油价来支撑其支出。
2023年初，通往土耳其杰伊汉港的输油管道关闭后，在伊拉克半自治库尔德地区运营的国际石油公司被迫停止出口。此后，这些公司一直在与联邦和地区当局谈判合同条款，以期恢复石油输送。
萨利赫表示，该预算将很快提交议会进行最终批准。
