日本反垄断机构责令谷歌停止不正当竞争行为
新华财经东京4月15日电（记者钱铮）日本反垄断机构——日本公正交易委员会15日认定美国谷歌公司在日本市场违反了反垄断法，并向这家美科技巨头发出禁止令，要求其立即停止不正当竞争行为。
日本公正交易委员会发布的新闻公报说，经调查，谷歌公司自2020年7月起，在与至少6家安卓系统手机制造商签署许可协议时，以允许安装其应用程序商店Google Play为条件，要求这些制造商在所产的手机上预装谷歌搜索和Chrome浏览器等软件，且软件图标须位于手机屏幕显眼位置。
此外，谷歌还与至少4家安卓系统手机制造商签署利益分配协议，与它们分成广告收入，以换取这些厂商不在手机上预装竞争对手的软件，并将谷歌搜索和Chrome浏览器设置为默认应用等。
公正交易委员会认为，谷歌的上述做法阻碍了其他公司公平参与竞争，已明确违反了日本反垄断法第19条，因此正式向该公司发出禁止令。
禁止令要求谷歌停止不正当竞争行为，并对公司高管和员工进行定期培训和监督，确保今后在与手机制造、销售企业的交易中严格遵守日本反垄断法。禁止令还要求谷歌尽快成立由独立第三方组成的监督体系，在未来5年内持续监测上述整改措施的落实情况，并定期向公正交易委员会报告。
