【杭州：支持算力设施投资建设 对合规的算力设施项目财政资金给予贴息支持】金十数据4月15日讯，《杭州市建设人工智能产业发展高地实施方案（2025年版）（征求意见稿）》公开征求意见。其中提到，支持算力设施投资建设。对合规的算力设施项目（总投资不低于5000万元），鼓励合作银行按照优惠利率提供算力建设项目贷款，支持硬件设备抵押融资。财政资金给予贴息支持，根据合作银行优惠利率择优分档给予项目建设单位不超过1.5个百分点的利息财政补贴，贴息金额不超过项目建设单位支付利息的50%，且单个企业贴息金额每年不超过1000万元。支持符合条件的算力设施项目申请政策性开发性金融工具和地方专项债，发行基础设施领域不动产投资信托基金（REITs）产品。
