受强冷空气影响，4月11日至13日，本溪市遭遇了一场极端恶劣天气，大风、雨雪天气交织，其中桓仁满族自治县出现暴雪，部分电力线路受损。

4月12日22时40分，桓仁县桓仁镇曲柳川村10千伏供电线路发生故障跳闸。22时58分，桓仁县供电公司配电运检一班班长王磊带领3名班组人员到达通天线25号杆开关处，发现此处开关跳闸。凌晨4时，大家冒雪徒步巡完6公里亘长的线路，衣服外面是雨雪，里面是汗水。7时20分，王磊等4人带着拉杆、横担、绝缘子等工具材料，8名锯工带着油锯再次进山处理故障。11时，国网本溪供电公司集结的输变配专业共计80余人携带无人机、油锯等装备到达桓仁县，与桓仁县供电公司170余人的抢修队伍组成抢险突击队，分成多个小组，对故障区域进行全面细致排查。其中15人奔赴10千伏通天线，与王磊的队伍集合。14时20分，全部故障消除完毕；14时58分，线路恢复供电。此次抢修，国网本溪供电公司投入抢修车辆95台，发电车9台，无人机17架，现场抢修人员近260人。
