据共同社4月15日报道，日本公平交易委员会15日以美国谷歌公司违反日本反垄断法为由，向其下达“排除措施命令”。公平交易委认定谷歌在与智能手机厂商签订的合同中对安装自家公司搜索APP提供不当优待，要求变更合同内容并禁止同样的行为。这是该委员会首次向包括谷歌在内的被称为“GAFA”的IT巨头下达该命令。公平交易委认为，受合同影响，其他公司的搜索服务难以加入竞争。

据公平交易委称，谷歌最迟从2020年7月起，与安装自家安卓操作系统的6家厂商签约，作为允许搭载APP商店“谷歌市场”的交换条件，让手机上预装谷歌公司的搜索和浏览器APP，并指定置于主屏幕。日本国内销售的安卓手机至少八成是签约对象。

此外，谷歌与4家厂商和1家通信公司签约，以不安装其他公司的搜索服务等为条件，向其分配部分广告收益。

报道称，厂商通常不会在初始状态的手机上安装多个类似服务的APP，因此微软和雅虎等其他公司的搜索服务难以加入竞争。公平交易委以可能妨碍公平竞争为由，认定该行为属于反垄断法中禁止的不公平的交易方法中的“带捆绑条件的交易”。

据报道，公平交易委在下达的命令中要求完善由律师等第三方组成的改善情况监视体制，并勒令谷歌未来5年报告改善情况。
