BlockBeats 消息，4 月 13 日，据 TheBlock 报道，民主党参议员 Sheldon Whitehouse 和 John Fetterman 向美国参议院提交《2025 清洁云法案》草案，目标控制加密货币挖矿设施和 AI 数据中心的碳排放，最终目标是在 2035 年前对使用非可再生能源的设施处以罚款。该草案拟修订《清洁空气法案》，要求能源容量超过 100 千瓦的数据中心遵守能源部《国家输电需求研究》中规定的区域排放上限。根据草案各区域将设定不同排放上限，上限标准将于 2025 年底确立，之后每年递减 11%，直至 2035 年归零。超标企业需根据超出幅度支付经通胀调整的罚款，且禁止将成本转嫁给用户，罚款资金将用于通过地方政府拨款缓解居民用电成本上涨，并资助清洁能源部署。
参议院环境与公共工程委员会民主党团队在 X 平台发文称：“加密和 AI 数据中心本可支持清洁能源，但它们却在燃烧更多化石燃料并推高家庭用电成本。《清洁云法案》能确保这些盈利行业承担应尽责任，让我们在 AI 发展与气候安全领域保持领先。”该法案预计将遭遇国会共和党人反对，特朗普总统曾公开表示希望美国成为全球最重要的比特币挖矿强国，而据此前报道，特朗普家族正计划将其比特币挖矿公司上市。
