欧盟《加密资产市场法规》（MiCA）要求成员国稳定币发行人必须持有授权牌照，并优先支持欧元计价稳定币（当前流通的稳定币绝大多数锚定美元）。根据摩根大通年初报告，MiCA 关于发行人需在欧洲银行持有充足储备的规定，使 Circle 的欧元稳定币 EURC 相比主要竞争对手 Tether 更具合规优势。ING 等传统银行的入场意味着法国兴业银行将面临竞争压力——该行通过旗下创新部门 SG Forge 率先推出了银行系稳定币。
