报告中称，2025年4月10日，国家医保局正式宣告中国医疗保险研究会生育保险专业委员会成立。3月下旬出台的生育政策通过 “现金激励+资源倾斜+流程优化” 组合拳，形成了多层次生育支持体系，目前31个省/直辖市和新疆生产建设兵团均已将辅助生殖纳入医保，国内有望迎来生育政策红利期。4月9日，商务部、国家卫生健康委等12部门联合印发《促进健康消费专项行动方案》。在医疗服务方面，重点提及“增强银发市场服务能力”：支持面向老年人的健康管理、养生保健、健身休闲等业态深度融合，同时要求发挥中医药治未病优势，开展中医养生保健、营养指导、药膳食疗等活动。
在中美贸易战背景下，中央强调将以超常规力度提振国内消费，将把扩大内需作为长期战略，努力把消费打造成经济增长的主动力和压舱石，而医疗服务是促消费的重要一环，生育支持和银发经济将共同发力，推荐关注医疗服务板块。
