近日，特朗普又开始“插手”美国制药行业了。
有媒体报道称，特朗普政府正在考虑将美国药品价格与其他发达国家支付的较低金额挂钩，或引发美国制药行业的“大地震”。
业内人士认为，一直以来，美国平均药价远超过其他国家，如果直接引入国际药价参照体系，将彻底颠覆美国医药市场定价机制，药企利润空间将面临史无前例的压缩。
该人士指出，与正在讨论的其他政府举措(包括对进口药品征关税)相比，上述政策对医药行业的影响更大，波及范围更广，堪称是对美国医药界的最大威胁，也将影响全球医药行业竞争格局。
事实上，早在特朗普第一次总统任期内，白宫就曾推出类似方案，但最终被联邦法官以越权干预市场为由驳回。
今年4月16日，特朗普签署了一项名为《再次将美国人放在首位，降低药品价格》的行政命令，宣称将“彻底改革处方药市场”。
而如今特朗普又卷土重来，扬言要改革药品定价机制，此举令美国医药行业瑟瑟发抖。目前相关游说集团正紧急动员，试图在最终方案出台前争取豁免条款。
也有分析人士认为，美国医疗行业是全球独一份的存在，医药巨头、保险巨头等相关利益链条环环相扣，盘根错节，美国缺乏类似中国“带量采购”的政府直接议价机制，特朗普政府想要“动刀子”恐怕并不容易，理想和现实之间存在巨大的鸿沟。此外，药企的全球定价策略本就基于市场差异，强制拉平价格可能会遭到反噬。
