红星资本局4月21日消息，今日，“京东黑板报”发布致外卖骑手的公开信称，近期，有竞对平台再次玩起“二选一”游戏，强迫各位骑手不能接京东平台的秒送订单，如有违反，会采取封杀措施。

　　“过去，各位骑手都是在三大平台之间自由接单，才能保证自己的收入。因个别平台‘二选一’行为，大家的收入会降低16%-25%左右，我们对各位的遭遇深表同情，也对个别平台违法违规行为表示谴责。虽然有人明说不会做，但是大家都知道他们一定会暗暗做的！”

　　京东称，为了支持外卖骑手自由接单，推出以下紧急援助措施，包括：所有被竞对平台封杀的骑手，京东保证给予足够单量，确保收入不降；加大全职骑手招聘力度，未来三个月将招聘名额由五万名提高到十万名；所有骑手，如有对象，京东可以优先为其对象安排工作；对兼职骑手永不强迫“二选一”，鼓励大家在各平台自由接单。

　　此外，京东公开喊话某平台，“水能载舟亦能覆舟。望你们好自为之！早日回头是岸！”

　　而关于京东平台近日部分外卖订单延迟，京东致歉，并表示自今日起，所有超时20分钟以上的外卖订单，京东全部免单。以下是公开信全文：
