智通财经APP获悉，香港特区政府拟强化控烟，计划将“控烟十招”的立法建议提交香港立法会审议。香港医务卫生局局长卢宠茂接受媒体访问时表示，预计最快明年4月1日实施首阶段禁止管有电子烟等政策。
卢宠茂表示，电子烟是将化学物加热雾化，对人体有害，认为禁止管有或使用电子烟，不会对旅客造成不便，因为现行法例下已不可以带入境，亦不可以售卖。
坊间有意见指有关措施会剥夺市民知情同意和选择权，卢宠茂指，烟草商在香烟加入香味，有如糖衣毒药，减少年轻人对吸烟危害的“知情”机会；烟草商在香烟中加入尼古丁、香味，增加上瘾机会，令烟民失去选择权，批评烟草商才是剥夺市民“知情同意”以及“选择权”的人。
卢宠茂又说，打击私烟是控烟重点措施之一，预料今年内会试行完税烟识别标签，2026年推出相关制度。
