消息面上，随着卷烟出口业务的扩张，4月3日，中烟香港已按与原订约方订立框架协议之相同条款及条件，与后续订约方之一蒙昆公司订立框架协议。且联交所已就公司授出现有豁免，根据与原订约方的框架协议进行的持续关连交易毋须遵守公告、年度上限及独立股东批准的规定，而该等交易的期限应属无限期。
华安证券指出，中烟香港此次与蒙昆公司订立框架协议，能够进一步拓宽公司免税卷烟的供应，助力公司独家卷烟出口业务收入和盈利能力进一步增长。该行指出，从远期空间看，中烟香港承载中烟海外业务的战略重任，公司将逐步集中和整合中烟的各类海外资源，成为全球烟草行业更具竞争力的市场参与者。
