Google to Appeal KPPU Ruling on Monopolistic Practices

TEMPO.CO, Jakarta - The Business Competition Supervisory Commission (KPPU) has found Google Limited Liability Company (LLC) guilty of monopolistic practices on the Google Play Store platform and imposed a fine of Rp202.5 billion.

In response to this ruling, Google has announced its intention to appeal the KPPU's decision. “We disagree with the KPPU's decision and will pursue an appeal,” a Google representative said as reported by Antara on Wednesday, January 22, 2025.

Google said that its practices have positively impacted the Indonesian application ecosystem and encouraged a healthy and competitive environment. The company also highlighted the availability of an alternative billing system for users known as User Choice Billing.

“We are committed to adhering to Indonesian law and will continue to engage in constructive collaboration with the KPPU and all relevant parties throughout the appeal process,” Google said.

The KPPU found Google guilty of establishing a monopoly through the mandatory implementation of Google Play Billing for various applications. The KPPU concluded that Google had violated Article 17 of Law Number 5 of 1999 concerning the Prohibition of Monopolies and Unfair Business Competition.

“We declare that the reported party has been legally and convincingly proven to have violated Article 17 of Law Number 5 of 1999,” said Hilman Pujana, Chair of the KPPU Commission Panel, during the verdict reading on Tuesday, January 21, 2025. 

The KPPU has ordered Google to cease the mandatory implementation of Google Play Billing through the Google Play Store. Google is required to provide Indonesian developers with the option to participate in the User Choice Billing program. This program aims to incentivize Google to reduce service fees by at least 5 percent for a period of one year from the date the KPPU decision becomes final or legally binding.
