AGO Raids Pertamina Patra Niaga's Tanjung Gurem Fuel Terminal

TEMPO.CO, JakartaThe Attorney General's Office (AGO) is conducting a raid at the Tanjung Gurem Fuel Terminal office in Grogol District, Cilegon, Banten. Based on Google Maps, the address corresponds to a fuel terminal owned by Pertamina Patra Niaga.

“The raid has been underway since 10:30 a.m.,” said Harli Siregar, head of the AGO’s Legal Information Center, on February 28.

The operation is part of an ongoing investigation into alleged corruption in the management of crude oil and refinery products at PT Pertamina, its sub-holdings, and Production Sharing Contract (PSC) contractors from 2018 to 2023.

A day earlier, the AGO searched PT Orbit Terminal Merak (OTM) in Cilegon, another facility linked to the case. The terminal, used by Pertamina’s sub-holding to store and blend imported fuel, lacked proper authorization for blending. "PT OTM is merely a storage facility; it does not have the capacity to conduct blending," Harli stated.

PT OTM is owned by Muhammad Kerry Adrianto Riza, who, along with nine others, has been named a suspect. Harli noted that fuel blending should have been handled by a state-owned enterprise (SOE), PT Kilang Pertamina Internasional (KPI).

Investigators have uncovered multiple irregularities in the case. One involves collusion between Pertamina and PSC contractors to bypass the crude oil bidding process, in violation of Energy and Mineral Resources Ministerial Regulation No. 42 of 2018.

Another key finding is the procurement of refinery products by PT Pertamina Patra Niaga. Investigators discovered that Patra Niaga’s President Director, Riva Siahaan, had ordered Ron 92 (Pertamax), yet the fuel delivered was Ron 90. “Why should we pay for a higher Ron rating when what actually arrives is lower?” Harli questioned.

Additionally, investigators identified inflated shipping contracts allegedly orchestrated by PT Pertamina International Shipping’s Director, Yoki Firnandi. Both Riva and Yoki have also been named suspects.
