TEMPO.CO, Jakarta - The Indonesian government will begin disbursing Eid holiday allowance (THR) for civil servants today, Monday, March 17, 2025. This policy is stipulated in Government Regulation (PP) Number 11 of 2025 signed by President Prabowo Subianto on Friday, March 7, 2025.

Prabowo mentioned that the 2025 Eid period THR will be given to approximately 9.4 million recipients. 'The THR will be paid two weeks before Eid al-Fitr, starting to be disbursed on Monday, March 17, 2025,' said Prabowo at the Merdeka Palace on Tuesday, March 11, 2025, observed through the Presidential Secretariat's Youtube channel.

The regulation not only governs the provision of religious THR, but also the provision of the 13th-month salary for civil servants. The 13th-month salary will be paid at the beginning of the new school year, in June 2025.

Referring to PP 11/2025, recipients of the 2025 Eid period THR and 13th-month salary include civil servants (PNS) and prospective PNS; state employees with work agreements (PPPK); Indonesian National Armed Forces (TNI) personnel; Indonesian National Police (Polri) members; judges; state officials; and retired civil servants (ASN).

Furthermore, Article 9 of the regulation also details that the 2025 Eid period THR and 13th-month salary are sourced from two channels, namely the State Revenue and Expenditure Budget (APBN) as well as the Regional Revenue and Expenditure Budget (APBD).

The THR and 13th-month salary, funded by the APBN, are allocated for PNS and PPPK working at central agencies, TNI soldiers, Polri members, state officials, public broadcasting leaders, as well as non-civil servant employees at public broadcasting institutions. The components include basic salary, family allowance, food allowance, position allowance or general allowance, and performance allowance. These components are adjusted based on rank, position, rank level, or class of position.

Meanwhile, the THR and 13th-month salary funded by the APBD are allocated for PNS and PPPK working in regional agencies. The components consist of basic salary, family allowance, food allowance, position allowance or general allowance, and the highest additional income received in a month for regional government institutions providing additional income.

The provision of additional income takes into account the fiscal capacity of the regions and is in accordance with the provisions of laws and regulations. The components of the THR and 13th-month salary are adjusted based on rank, position, rank level, or class of position.

Prior to this, Deputy Minister of Finance Suahasil Nazara mentioned that the THR for central agency civil servants is ready for disbursement. The disbursement of THR for central agency civil servants is funded by the APBN.

The Ministry of Finance has allocated a budget of Rp 49.4 trillion for the disbursement of THR for central agency civil servants during the 2025 Eid period. 'At this time, all the requirements for the payment of central agency civil servants have been completed,' said Suahasil in a press conference at the Ministry of Finance building, Central Jakarta, on Thursday, March 13, 2025.

He detailed that the Ministry has allocated a budget for approximately 2 million central agency civil servants, TNI soldiers, and Polri members amounting to Rp 17.7 trillion. Furthermore, a budget of Rp 12.4 trillion has been allocated for 3.6 million retired central agency civil servants. The budget for civil servants working in regional agencies has also been allocated at Rp 19.3 trillion from the APBN.

Meanwhile, the government has also prepared funds from the APBD source. 'From the APBD itself, there will still be a part for income improvement allowances of approximately around Rp 16.5 trillion,' said Suahasil.

Suahasil stated that the procedures for the disbursement of THR for civil servants funded by the APBN have also been established through a Minister of Finance Regulation (PMK), while those funded by the APBD are regulated through a Regional Head Regulation. 'So that it can be disbursed immediately by all ministries and institutions,' he said.
